Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the longest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Golf Course

As weekend session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator stated.

Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition senators expressed alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an developing plan from a small group of moderate Democrats to terminate the closure in exchange for a later vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several observers suggested that the core of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
